'Grey Literature' consists of white papers (a government or other authoritative report giving information or proposals on an issue), policies, proceedings or other documents that are outside the traditional publishing venues; a lot of analysis published by think tanks or nonprofits is considered to be 'grey literature'. As such, unless you know to go check the websites of those non-profits, they can be difficult to find.
